A welcome deposit bonus usually links an account credit to the first eligible payment. The tables above describe the international versions reviewed in the catalogue. They do not establish that the same offers are available in mainland Finland. The current Finnish marketing rules and the rules due to take effect in July 2027 are different from the conditions attached to an overseas account. This guide explains what each record can tell you and how to trace a deposit or bonus that has already appeared on an account.
Identify the market before comparing welcome terms
In mainland Finland, Veikkaus Oy retains the exclusive right to organise gambling under the Lotteries Act through 30 June 2027. The Finnish police explain that the only company currently permitted to market gambling there is Veikkaus, subject to its own restrictions. Those restrictions include a prohibition on offering bonuses in marketing. The current rules do not make a foreign welcome offer local just because it uses euros or appears on a Finnish-language page.
The National Police Board announced on 29 October 2026 that it had granted the first 18 licences under the new Gambling Act. Holders cannot begin operating or marketing under those licences before 1 July 2027. The announcement therefore records decisions made in advance of the market opening. It cannot establish that a brand in an international review may promote a deposit incentive in mainland Finland today.
The market check concerns the actual company, website and product. A brand can operate through different companies in different places. A foreign licence, or a licence or business connected to the autonomous Åland Islands, does not by itself establish authority to market to mainland Finland. The Finnish licences guide explains which dates and entities belong to which framework.
Read the 2027 restrictions before using international comparisons
Sections 25 and 26 of Finland's Gambling Act 10/2026 distinguish offers of free or discounted gambling from a narrow form of bonus game money for customers. Section 25 bars licensees from offering free games, discounted play, combined offers or game money outside the statutory exception. It also bars participation on credit or against a pledge and the provision of borrowed funds for gambling.
Section 26 allows moderate bonus game money in an established customer relationship on equal terms for customers of the relevant licence holder. The benefit may not depend on time spent gambling or be proportional to money used for gambling. Terms must be available, clear and easy to understand, and operators must consider their duty to protect players from excessive gambling. The bonus game money cannot be exchanged directly for cash. If a wagering requirement is imposed on it, the statute caps that requirement at five times the bonus game money.
This is not a general permission to advertise welcome matches to new customers. An opening deposit and an established customer relationship are different situations. A foreign offer that matches the amount deposited or multiplies a combined cash and bonus balance should not be treated as the Finnish statutory exception. Confirm the current law, the licence and the actual terms before making a domestic claim.
Follow the actual deposit and credit in the account
A welcome promotion may be divided into several payments. Read the amount, qualifying minimum, rate, cap and reward for the individual stage. The total printed for the package can combine several caps or different benefits. It does not establish what the customer received from the first deposit. A dated cashier receipt and the first promotional credit are the records that connect a particular payment with the offer.
Keep unsuccessful and reversed payments separate from settled deposits. The first line a bank shows can be an authorisation, followed by a completed charge or a reversal. An operator might count only a payment credited to the account. If a second bank entry was actually the first eligible deposit, the original terms should explain which event determined eligibility. Do not assign a welcome stage solely from the order on one statement.
A later deposit can still belong to the same welcome package. The reload bonus guide deals with a separate repeat-payment promotion. Use the campaign reference and original terms to tell the two apart. A payment already made into an existing account can fall into either category.
Read the match, minimum and cap in the same denomination
A minimum determines whether the deposit qualifies. A match describes how the operator calculates a nominal credit. A cap sets its upper bound. A headline stating a percentage and maximum may omit the minimum, so use the actual terms. If the operator applied a payment fee or currency conversion, find the amount it used as the calculation base before assessing the result.
As an illustration, a historical offer might match 50% up to 40 units on a payment that meets its minimum. On a qualifying deposit of 60 units the nominal match would be 30. On a qualifying deposit of 100 units it would be limited to 40. Those are sample figures, separate from the offers in the catalogue and from any Finnish statutory rule.
Keep the currency beside every figure. A Finnish payment account can be in euros even when an international casino records the balance or reward in another currency. A foreign operator can also offer a euro version outside mainland Finland. EUR is a payment denomination, not a statement of the market or legal status. Use the original nominal terms and actual recorded exchange value if a conversion took place.
Separate bonus funds, promotional rounds and available cash
A welcome package may combine a deposit match and free spins. A spin count measures rounds rather than cash. The game, value per round and issue dates can appear in a separate part of the terms. Keep the spin allocation and cash credit in different columns. An operator may credit them on different dates, or give one an expiry that does not apply to the other.
Identify the balance to which a restriction applied. International terms can describe a multiplier on promotional funds, on a combined deposit and bonus, or on winnings linked to the promotion. The same number produces a different requirement when the base changes. The new Finnish law's cap concerns the statutory bonus game money. A foreign clause cannot be assumed to explain the obligations of a Finnish licence holder.
If an allocation did not depend on a payment, compare it with the no-deposit guide. If the account shows a later return based on a defined period of play, use the cashback guide. The event that produced an adjustment is more informative than a generic bonus label.
Check the time window and eligibility in the original terms
A campaign can have one date for making or activating a claim, another for the deposit, and another for completing any payout condition. Write down which condition the disputed event relates to. A transaction close to a cut-off can appear on different dates in a Finnish bank record and in the operator's system. Keep both timestamps and the time zone stated by the terms.
Account eligibility can also refer to the specific website or brand. A group may operate more than one service, while the offer may treat prior participation in a specified way. If the operator says an earlier account made a customer ineligible, ask which account, which terms and which date it used. A corporate affiliation does not by itself establish that a particular offer combined two account histories.
Terms can change after an account has already made a payment. The same page may show a new campaign, percentage or game list. Preserve the terms attached to the offer at the time of the deposit, and store later changes separately. A current banner cannot independently settle which conditions applied to an earlier transaction.
Distinguish a successful bank payment from an eligible offer
A cashier can accept a payment method while the promotion excludes it. In that case, the deposit can settle without a welcome credit. If an operator says this happened, ask it to identify the funding method and restriction recorded for the transaction. A wallet name in the review may not describe the route the bank or operator actually used.
Finland's payment-blocking system is a separate enforcement mechanism. The Finnish police describe restrictions on payment transactions from mainland Finland to providers placed on the blocking list following relevant prohibition decisions. A bank's refusal can have several causes. Avoid stating that a particular payment was blocked by law unless the payment provider or relevant official record confirms the connection.
For a withdrawal or refund, retain the operator's reference and compare it with the receiving institution's records. A credit marked paid in the account may refer to internal approval before the money reaches the receiving institution. The Finnish payments guide describes how to distinguish an account balance, an operator approval and a settled transfer.
Know which account safeguards apply to a domestic operator
The incoming Finnish law requires licensed operators to provide access to account funds, transactions and restrictions for at least the previous year. It also requires separation of player funds from the operator's own funds and disclosure of how those funds are protected if the operator becomes insolvent. Those provisions concern a domestic licence holder once the relevant rules apply. Similar wording in foreign terms does not establish that a foreign service is subject to the same protection.
When a Finnish licensed account is closed under the incoming framework, the operator must pay out the funds in the account without delay and may not charge a closure fee. The statute separately says bonus game money cannot be converted directly into cash. If a particular balance is disputed, identify whether the operator recorded deposited funds, winnings or unused bonus game money before applying either rule.
For an earlier international account, retain any closure or migration notice and identify the legal entity that received the payment. If the notice mentions cash but omits a promotional credit, preserve that distinction. Ask for the original ledger and the terms the operator applied. A later brand or domain cannot establish which company owes an earlier balance.
Keep a record of what was shown to the customer
A short notification may show the headline and require another step to read the actual terms. If the matter is how an offer was presented, retain the whole message and its date. Note whether it appeared in a phone app, a browser page or an affiliate message. The Finnish mobile guide explains why those routes can show the same logo while opening different services.
For a report about marketing directed at mainland Finland, preserve the original wording, channel and advertised website. A complaint about a missing account credit instead requires the actual terms and account history. A bank needs the payment reference and currency to trace a transfer. One event can raise more than one question, but the documents for each question should remain distinct.
Use verified contacts and avoid supplying passwords, one-time codes or full payment details when they are unnecessary. If a message asks for an extra transfer to recover an earlier welcome reward, verify it independently. A message quoting the amount you expected does not prove that the sender controls the account or can pay the balance.
Check whether the foreign terms describe an offer or a payment example
A worked example in a terms document can show how the percentage is calculated without committing the operator to that exact reward. A maximum in a promotional headline has a similar limitation. If you are reconstructing a credit, start with the version of the terms and the recorded deposit. Use any example only to understand how the operator said it would calculate the amount.
Some foreign offers specify a maximum qualifying deposit, while others allow larger payments but stop increasing the reward at a cap. Those rules can yield different results for the same account. In the first case a payment could fall outside the offer altogether. In the second, it could receive a capped credit. Look for the explicit clause before interpreting a smaller-than-expected amount or an absent credit.
For a particular credit, also check whether a game contribution or maximum bet appears in the terms. An eligibility limit attached to one promotional balance should not be assumed to apply to a different balance. If a withdrawal was reduced or refused, ask which account event triggered the condition, how the operator calculated the adjustment and whether it affected cash or promotional funds.
Identify what changed if the account moved between services
A merger or platform migration can give a customer new branding or credentials while preserving older payment history. A change in company can also alter which support team has the original documents. Keep the notice identifying the former and current companies. If the earlier promotion is missing from the new account view, ask for the old ledger rather than treating the new interface as the complete history.
If the account holder was asked to register again, distinguish a fresh local account from a technical update to an international account. Do not assume that a new registration automatically qualifies for a welcome offer or that a payment held by the earlier operator will transfer. The new casino guide explains the difference between a brand launch, a new local licence and an account migration.
Where documents are incomplete, write a narrow question that can be answered by a record. Ask for the amount and currency of one settled payment, the date and amount of one bonus credit or the original terms governing one withdrawal. If the reply only explains the current campaign, keep it as a later statement and leave the earlier point unresolved.
Questions about welcome bonus records and Finland
Do the examples establish offers for mainland Finland? They describe international versions from the review catalogue. The current Finnish marketing rules and the incoming licensed framework must be checked separately.
Can the first Finnish licences be used before July 2027? The National Police Board says holders cannot begin operating or marketing under those licences before 1 July 2027.
Does the new law permit ordinary opening bonuses? It distinguishes prohibited free or discounted gambling offers from moderate bonus game money under limited conditions in an established relationship.
Does a package total apply to one deposit? A total can combine several stages. Use the actual deposit, terms and credited amount for the stage you are examining.
Which records help with an earlier deposit or payout? Keep the original offer, account ledger and payment receipt. Retain the exact website, currency, dates and traceable reference for the balance at issue.
