A deposit bonus in an international review can describe a real offer for a particular foreign account without being available in Brazil. That distinction is especially important after the Brazilian provisional measure of 25 September 2026. It prohibits offering, intermediating and advertising the covered fixed-odds products, including online games offered to people in Brazil. The terms above are records from international reviews. This guide explains those records and the separate Brazilian process for resolving an older balance.
Read the Brazilian change by its dates and scope
Provisional Measure 1,394 of 2026 applies to the fixed-odds category covered by Brazil's rules. The Ministry of Finance explains that it includes sports betting and covered online games, including where an overseas operator offers them to people in Brazil. The fact that a foreign website can display a welcome offer in Portuguese or accept a currency elsewhere does not establish permission to offer it in Brazil.
The congressional record checked in November lists the measure as awaiting installation of the joint committee, with an initial deliberation period through 23 November 2026. This is a provisional measure with ongoing legislative proceedings. A proposed amendment is not an adopted change, and an entry on the calendar is not a new authorisation. Use the Brazil licences guide to distinguish the status of the measure from the historical authorisation records.
Check the dates of operation, advertising and account settlement separately. Former operators could still have duties concerning customer balances after stopping the covered services. A withdrawal notice therefore cannot establish that a new deposit or bonus was available. It may concern an account and funds from the earlier operating period.
What the former Brazilian regime said about welcome incentives
Before the September 2026 measure, the Ministry of Finance's guidance under the previous federal framework said a reward could not be used to attract new players to register or make a first bet. It also said rewards could not be conditioned on the customer's funding payments, including a bonus or free rounds tied to a prior payment. That historical position helps explain why an international welcome match should not be treated as a Brazilian offer for the former licensed service.
The former guidance distinguished rewards linked to previously defined behaviour or a loyalty programme from prohibited advance incentives. For covered online games, it described a narrower incentive-prize category tied to player rounds under the applicable technical rules. That is different from a percentage credit for making the first deposit. The former guidance does not override the September 2026 prohibition.
Historical records should identify the actual Brazilian service and date. The same group may have used a domestic website under the former framework and a separate international website with different rules. A Brazilian domain in the former register cannot authenticate an offer on the international address. Preserve the legal operator, domain and terms that actually applied to the account.
Distinguish an old deposit from a new offer during closure
The government set a voluntary withdrawal window on the previously authorised platforms through 5 October 2026. On 6 October the Ministry of Justice reported the first day without operation of those platforms. The transition provided for returns through the relevant financial institutions and, in defined cases from 14 October, through Caixa Econômica Federal. A notice about returning balances under that process is not a promotion or an invitation to make a new payment.
The official process concerns recorded customer funds and has its own requirements. Do not assume that an unspent promotional credit in a foreign account is included. Keep the old company, domain, balance type and payment reference. Use the official process for the actual former Brazilian platform if applicable. A general offer from an international casino cannot establish eligibility for that process.
Be wary of messages asking for another deposit or a fee to release an older balance. Verify through the original institution or official public process rather than relying on a message that repeats the account name. Keep passwords, banking authentication codes and wallet recovery details private. If money already moved, contact the verified payment provider with the original receipt.
Break an international welcome package into individual deposits
A welcome package can contain several deposit stages. The headline total can combine maximum credits, spins or other benefits. It does not identify the credit attached to one payment. Read the threshold, rate and cap for that particular stage. A later payment can still belong to the original welcome terms rather than to a new repeat-deposit campaign.
An attempted payment can fail or be reversed before a deposit is posted. The first transaction visible to a bank may therefore not be the first eligible deposit under the terms. Ask which payment the operator counted and retain both references. An authorisation, settled charge and account credit are distinct events.
If a later deposit had a separate campaign, use the reload guide for that agreement. If a reward did not require a payment, use the no-deposit guide for its qualifying event. The date and trigger of the credit are more useful than a generic bonus label.
Calculate a match using its original amount and currency
The minimum determines whether the deposit qualifies. The match rate gives the nominal credit and the cap limits it. For an illustrative international offer of 50% up to 40 units, a qualifying deposit of 60 units would nominally yield 30. An eligible deposit of 100 would reach the cap at 40. These figures are an example, independent of the terms listed above and the Brazilian rules.
Some terms specify a maximum qualifying payment, while others allow a larger payment and simply cap the credit. Read the actual condition. If an operator says a payment was too large or an amount was capped, ask which rule it applied. Those answers can produce different entries even when two offers share the same headline maximum.
Keep the original currency of each figure. A Brazilian bank or payment account can show BRL while an international cashier records another currency. An estimated display in reais may differ from the amount actually posted. Use the receipt and recorded conversion rather than applying today's exchange rate to an older promotion.
Distinguish the promotional balance from funds already paid in
A cash deposit, promotional allocation and any proceeds of play can appear in one account total. If the operator adjusts the balance, check which entry changed. The removal of unused credit does not by itself show that a bank payment was reversed. Where a withdrawal was requested, keep the amount, denomination and traceable reference as a separate record.
International terms may apply a wagering condition to the bonus, a combined deposit and bonus, or winnings attributed to a reward. The same multiple can produce different thresholds depending on the base. Ask which funds the terms affected and which ledger event the operator relied on. Do not apply a foreign promotional rule to a former Brazilian account without evidence that it governed that account.
If spins were included, keep their allocation, game and value per round separate from the cash or promotional credit. A count of rounds does not establish what was won. A game result and a later transfer have their own records. A current site cannot recreate the outcome without the account history and any original round reference.
Check the actual payment rather than assuming a rejected deposit qualified
A payment method can appear in a cashier and be excluded from a promotion. In Brazil, the September measure additionally restricts processing covered transfers, with exceptions for necessary closure and restitution transactions. A bank's response needs to be read for the actual transfer. A refusal can have more than one cause. Do not assert that it was blocked for a specific reason unless that is confirmed.
A Pix receipt can show movement through an instant payment system, without establishing how an operator classified the deposit or bonus. Keep the transaction identifier, value, time and receiving institution. The Brazil payment methods guide describes how to distinguish a transfer, the operator's own ledger and a restitution record.
If a payment or withdrawal is said to have settled, match the receiving statement with the actual amount and reference. An operator's approval can precede processing, and a payment institution's record can have a different date from the casino's internal entry. Ask for the trace reference rather than taking a status label as proof of settlement.
Read the original offer date and presentation
A welcome promotion can set different times for accepting the offer, making the deposit and using a reward. Keep the original timestamps and time zones if a condition was disputed. A payment initiated near a deadline may appear in the account later. Read which event determines eligibility rather than using the first date visible in a screenshot.
If an offer arrived by phone notification, preserve the original sender, date and destination. A page can change after the message is sent. The Brazil mobile guide explains how to distinguish an app publisher and service address. A new site with similar branding does not establish that it issued the earlier promotion or held the payment.
Article 16 of the provisional measure addresses covered promotional communications aimed at the Brazilian public. A historical account notice and a current invitation to deposit are different records. Preserve the wording and context if the issue is advertising. For an account complaint, keep the terms and actual deposit and credit. A payment trace needs the actual receipt and reference.
Keep a dated record of what can still be verified
Start with the original operator, website and account currency. Add the terms, deposit, promotional credit, withdrawal request and any settlement. If the company or service changed, keep the notice and effective date. A current international site can be a different service even where it uses the same brand. The Brazil launch guide explains the difference between a brand launch and a regulatory milestone.
If the original terms cannot be recovered, state which facts remain open. A bank receipt can establish the deposit. The account history can establish a credit or adjustment. Neither can establish a missing cap or condition by itself. Ask the verified institution that holds the relevant record instead of substituting terms from a newer offer.
When an operator replies, keep the answer with the particular event it explains. An explanation of eligibility can still leave a payment unresolved. A financial institution may confirm a return without explaining the reward calculation. Separating those conclusions helps retain accurate records through a market closure or change of service.
Distinguish the promise from the entry on a former account
A dated offer can be useful even when its headline does not say whether the player accepted it. Read the banner, any opt-in confirmation and the transaction ledger as separate records. A browser screenshot might show that the offer was displayed. A timestamped selection can establish when the player chose it. The credit entry should indicate whether an operator actually applied it. When those items disagree, avoid filling the gap with the terms of an international account or a promotion that appeared later.
The difference matters particularly when the promotional credit and the funded balance were presented together. A dashboard may have displayed a headline amount as one total even though the underlying entries had separate rules. Find the deposit, any bonus credit, any conversion from bonus to cash, and any expiry or adjustment. If only a total is available, describe it as the total shown on the date captured. A screenshot by itself may leave the composition of that balance unresolved.
Keep payment and gaming times in their original time zones if the promotion had a closing hour. A Pix receipt and an operator ledger can use different clocks. Compare both with the stated offer deadline and record the conversion explicitly when it is necessary. A payment initiated before a deadline and credited after it is a different sequence from an on-time credit with a late bonus entry. The archived terms may say which event controlled the result.
A former provider can also issue a later correction or reimbursement. Compare its purpose with the earlier record before calling it a welcome bonus. A return of a funding payment, a correction to the available balance and a discretionary adjustment are different events even when they have the same amount. If the institution gives a transfer reference and the operator gives a case number, preserve both. One connects the banking entries and the other connects the explanation to the account.
When comparing the foreign examples below for editorial purposes, retain the original denominator. Free spins are counted in rounds, a deposit match is a percentage of eligible funds, and a maximum conversion is an amount in a named currency. Combining them into one figure can give a false impression of the amount actually credited. Where the terms do not assign the spins a stake, the economic value of the rounds cannot be inferred from their number alone.
Some welcome packages describe a maximum that requires a larger eligible deposit than the advertised minimum. An archived dispute about an earlier transaction should compare the recorded amount with the correct band and cap. A minimum tells you when an offer can begin. It does not identify the amount that will reach the ceiling. Use the contemporaneous formula even if a later page appears to offer a more generous percentage, a different minimum, or a higher limit for another currency.
Record whether an account closure removed access to the agreement before the player could download it. A former operator's archived copy may help establish which terms applied, while a bank receipt identifies the separate movement of money. Keep a note of where and when you obtained each record. Where the original offer cannot be recovered, the most accurate account distinguishes the observed deposit and return from the unverified promotional entitlement.
Questions about welcome bonus records and Brazil
Are the listed terms currently available in Brazil? They describe international versions. Brazil's September 2026 provisional measure prohibits the covered offers and advertising directed to people in Brazil.
Did the former federal rules allow ordinary first-deposit matches? The Ministry's earlier guidance excluded incentives for registration or a first bet and rewards conditioned on funding payments.
Does the closure process cover every international bonus balance? It concerns the eligible funds recorded by the former Brazilian services within the official process. Check the actual operator and balance type.
Does the total package apply to one payment? A package can combine several stages. Read the individual payment, credit and original terms.
Which records help with an earlier balance? Keep the original operator, address, agreement, currency, deposit and account history, and any traceable refund or withdrawal reference.
